Artistically, creatively, and folklorically, you can make Nessie anything you want.
But as a direct answer to your question, "Is Nessie a dinosaur?" - well, all the best evidence for these cryptids points to the reported animate objects seen in Loch Ness as being mammals, not reptiles. They swim vertically (like mammals, not like fish or reptiles), and they are reported to have hair, manes, and even eye lashes (like mammals only would have).

I've never thought of Nessie as a dinosaur. I always thought that he was a sea creature caught in some sort of evolution pocket. Somewhere between dinosaurs and now. I'm going to have to rethink this. Anyway, I like the blue/green color scheme! Then the splash of yellow throws in a variety. Nice job. Oh, the texture on the trees is a subtle, but effective technique.
Adorable. I love the little designs in the trees. Love where you put the ship and the fish is a cute touch too. Nice splashes of color with the birds too.
As to the first replier: I hadn't realized to be considered a dinosaur it had to be reptilian. Guess that blows the theory of feathered dinos out of the history books! =)

It's definitely possible though I'm not sure it would be as attractive as the one in your illustration.
